Public Works Director City of York, Nebraska

The City of York has a key leadership position open. This position is responsible for directing the public
works department including the divisions of water, wastewater, streets, landfill, airport and parks. This
position also administers building, zoning and flood plain regulations.

Requirements include: a minimum of five years of progressive public works experience and
responsibilities in municipal engineering or public works management; a minimum of five years’
experience in an administrative supervisory capacity. Possession of or ability to obtain, street
superintendent and responsible charge certifications. Must possess a valid driver’s license.

*Plans, supervises and participates in the design and preparation of plans and
specifications for public works improvements including streets, traffic control, water
mains, storm and sanitary sewers, curbs, gutters, drainage facilities, building maintenance
projects, bridges, viaducts, water and wastewater facilities, solid waste handling facilities,
and related appurtenances;
*Supervises and participates in the inspection of public works construction and is
responsible for the plans, specifications and contracts for public works capital
improvement projects;
*Oversees the establishment of street and sewer grades;
*Supervises the maintenance of city maps and engineering records;
*Reviews and processes subdivision proposals and maps for conformance to established
*Prepares cost estimates of public works projects;
*Oversees budgets for various public works divisions;
*Prepares venue budgets for water, wastewater and solid waste, airport, and building /
zoning divisions including recommendations on fair, non-discriminatory rates necessary
to cover approved expenditures;
*Meets with developers, contractors and other local and state agencies;
*Submits proposals and advice on particular projects or long-range planning to the Mayor
and City Council, City Administrator and other departments and divisions;
*Processes and reviews information to problem solve issues with developers, business
prospects, elected officials, staff and citizens;
*Supervises and reviews activities of subordinates of all public works divisions;
*Assists in the recruitment of new employees;
*Checks, reviews and approves or disapproves promotions, merit ratings, salary increases,
or varied disciplinary actions such as suspension or dismissal;
*Performs statutory functions of Street Superintendent
*Plans, supervises and reviews the activities of subordinates engaged in carrying out the
several public works programs
*Oversees building plans and permits and directs subordinate inspector
*Functions as Flood Plain administrator
*Ability to review plans, designs, and preparation of estimates
*Ability to plan and supervise the work of others
*Ability to establish effective working relationships with employees, officials, contractors
and the public
*Performs other related duties as required

* A bachelor’s degree in civil engineering is preferred; a minimum of five years of
experience in engineering and public works administration required; a minimum of five
years’ experience in an administrative supervisory capacity.
* Certification as Street Superintendent, or ability to secure such certification within
reasonable time of appointment
* Possession of a valid driver’s license
